The Draft of amended Rules for the Victoria Gaol is the result of the Commission's to inquire into the flogging at the gaol.
Innumerable minor alterations have been made in the Rules, but I only enumerate those which seem the most important.
Rules 30, 31, 32 of the amended Rules are new, such lay down important new duties for the Superintendent, as to visiting all prisoners in hospital daily & personally attending corporal punishment. Rule 33 orders that all books & registers shall be checked by the Chief Warder & sent on for the inspection of the Superintendent.
Chief Warder Rule 41 contains an additional clause to the effect that the Warder shall inflict punishment without the orders of the Superintendent.
Rule 53 Prisoners to be counted thrice instead of twice daily.
Rule 79 contains a new clause as to all officers being held responsible for being fully acquainted with the rules relating to their respective duties. Rule 90 contains extra precautions against officers annoying prisoners.
Rules 111-117 are new; they define the duties of Officers-General. Rules 130-138 are now they define the Surgeon's duties: he alone may authorise the use of the Strait Jacket & restraint for unruly prisoners.
Rule 271 of the Ordinance of '91 has been omitted. This rule empowered the Superintendent to inflict punishment for 3 days on prisoners who committed offences against Rule 270.
