With respect to the financial effect of the recent outbreak I estimate that the additional and unforeseen expenditure incurred in taking steps to suppress it, will amount to some $65,000, and the Legislative Council will be asked to pass a special vote for the necessary sum when it next meets.

With reference to paragraph 19 of my despatch No. W.117, I have to report that I have appointed a Commission composed of the following members:

Honourable C.P. Chater, Honourable J.H. Whitehead, N.J. Ede, Esq.,

for the purpose of enquiring into the existence of insanitary properties in the Colony and the means to be adopted to improve
