In conclusion I take this opportunity to acknowledge the receipt of your despatch W: 140 of the 24th June. I shall as desired furnish you in six months with a report of the number of floggings which have been inflicted, but I venture to express a hope that, after consideration of the reasons set forth in the Committee's report, it will not be considered necessary to withdraw from the Superintendent his power of administering floggings on his own responsibility.
