the manner in which floggings are administered in Victoria Gaol, and especially as regards the two cases Ap... which are referred to in Appendix V of the report, and furnish me with any suggestions which it might have to offer with a view to modifying or improving the present system.

You will observe that the Committee is strongly opposed to the withdrawal from the Superintendent of the independent power of flogging at present vested in him and advances reasons for this opinion which appear to me to render the withdrawal of such power undesirable.

I concur in the opinion expressed in paragraph 8 (xxviii) of the Report that a large number of floggings is not necessarily an indication of an unusual exercise.
