I enclose a copy of General Black's reply, from which it will be seen that he considers that the penalties provided by Ordinance are not sufficiently heavy except in the case of torpedo installations. I see no objection to amending the law on the lines suggested by General Black as far as relates to torpedo installations, and I concur with him in the desirability of the presence, at trials under this Ordinance or Ordinance 10 of 1891, of a Military Officer who could give an opinion as to the degree of the offence committed.
