I enclose a new sliding scale of salaries which I beg to recommend for the consideration of the Governing Body, its object being to hold out a definite inducement to remain, by raising the salaries gradually to a scale more in accordance with what is paid elsewhere to men of the same age.
Several of our Chinese Assistants are drawing salaries less than those of those they themselves have taught, and much less than those of their old class-mates.
