As the present system of teaching Colloquial conversation in English over every subject would be continued I venture to think that four hours a week for special, additional, definite instruction and practice in this subject would suffice.
If however the Governing Body should consider six hours a week imperatively necessary, an entirely new time table would be required.
(3) EXTRA EXPENSE
It has long been felt that the discharge of the combined duties of the Chinese Assistant and Clerk, even with the sub-division of labour between the First and Second Chinese Assistants, is an undue strain on those officers, besides leading to distractions in the middle of lessons.
With the increase of school hours proposed above, I am of opinion that these two Chinese Assistants should be relieved of clerical duties and devote their whole time to teaching and its attendant preparations.
A new appointment thus becomes necessary, viz:- of a Clerk whose duties will be, to
1. Collect fees. (nearly of daily occurrence).
2. Issue and receive stores. (do.).
3. Keep the daily Roll (200 to 280 names).
