during the last two years. For these you have been rewarded. And

it is brought to the Governor's notice that though overworked and

out of health you gave up a few months ago the leave to which you

are entitled and which you should now be enjoying in order that

the Assistant Analyst might take his leave which on account of

ill health was absolutely necessary for him.

The Governor does not consider these pleas for

leniency are by any means strong and they certainly are not suf-

ficient to warrant the exercise by him of his full prerogative of

mercy, whilst asking every allowance for you that can fairly be

made it is impossible for His Excellency to do less than to mark

his sense of extreme displeasure and great disappointment at your

conduct by a severe punishment.

The Governor therefore desires me to inform you

(1) that he has laid this communication before the Executive Coun-

cil so that each member shall be aware of the position to which

your deplorable habits have brought you. (2) He again, and for

the last time, reprimands you for your discreditable behaviour.

(3) He has instructed the Head of your Department to watch your

proceedings closely and to report to him occasionally in reference

to them so that any relapse into the habits to which you would

appear to have fallen a victim may be at once communicated to him.
