In forwarding Mr. Crow's statement I would call attention to the fact that his health has undoubtedly suffered from his prolonged service in the tropics.
In February last His Excellency the Governor granted Mr. Crow leave of absence in order that he might proceed home on long leave and it was to oblige Mr. Browne that he delayed his departure to allow of that officer taking a short holiday to Japan before undertaking single-handed the dual office of Analyst and Apothecary.
Had he proceeded home as soon as his leave was granted or had the necessities of the Public Department not precluded his applying for long leave before, this unfortunate circumstance would not have happened.
Mr. Crow's able and exceptional services are well known to you, at the present moment I wish especially to draw attention to the arduous and at times dangerous work he did last year in connection with the Sanitary Board.
I trust that His Excellency would be able to deal leniently with and if possible reinstate him so that Mr. Crow may be able to enjoy the leave His Excellency has been pleased to grant and then be able to recover his former health and strength, thus rendering a recurrence of this unfortunate breakdown impossible.
