his junior in his department might take the holiday of

which he was in absolute need recommended that a lenient view should be taken of Mr Crow's conduct.

With much hesitation I adopted that recommendation,

but in the interests of the public service and with a

view of marking my grave displeasure of his conduct I felt it my duty to impose

upon

him the severest

punishment short of dismissal at which I could impose.

I enclose for your

information a copy of the letter which I caused to be

addressed to him on 19th June,

and I ask for your

concurrence in the

decision at which I arrived.
