considerable time will be taken to discharge the ship, as upon arrival of the ship, the different parts will have to be taken from the shelter, where they are ordinarily stored, to the wharf head, where they are received and the different pieces are fitted or screwed up, then operations will take considerable time and, if there be anything like a choppy sea, will only be effected with difficulty. I think that about 4 hours will be taken to fix and 2 hours to let loose.
7. Colonial Regulation, No. 8 only permits discharge from the ship between dawn rise and sunset - and allowing 12 hours for the whole stay of the vessel to 24 hours, therefore giving daylight of say 12 hours. Of these, there will be an average of ... in attendance on the diving boom, leaving only ... hours for discharging the ship, which would not be sufficient time.
