The paragraph referred to is as follows: Lord Kausdour will not insist upon the construction of a dock or harbour for the reception of a tank ship on condition that an arrangement of booms is provided to prevent the spread of a fire due to the escape of liquified petroleum of barging ship.

We have not heard of booms being used in other ports, and request that our technical library does not give us any information; we think that the local experience can be very useful. We can get some account of such booms from the officers of the tank ships trading here.

3. We have therefore designed a system of booms, the plan of which we have sent to the Commanding Royal Engineer at Hong Kong. We fear that the difficulty of placing them in position will be found very serious. We have left the plan as tight as possible.

The Commanding Royal Engineer is, however, unable either to approve or disapprove of the plan as it is.
