The Crown Solicitor has furnished
me with
a
copy of the grant to the prevent Opium Farmers, from which I note that the Farmers have been
granted the cove and exclusive privilege of keeping divaus, and of licensing them, and that the prevent grant will not expire until the 12th March, 1898. Section 11 and 17 of the prevent Prepared Opium Ordinance, N. 21 of 1891, deal with the licensing
and
farming of opium divans, but seeing that these rections have, owning
to the
concession of an exclusive monopoly to the Prepared Opium Farmer, re= mained a dead letter ever since they
