opium from the Farn or Farus and sell it to their customers and, in the case of dross divans, the licencees should be permitted to prepare the drosa opium themselves instead of obtaining it from
129 the dross opium farmer, who would case to exist. Regulations as to sanitary conditions should re enforced by the Sanitary Board and Police. Certain Structural conditions should
also be insisted upon before grant of licence.

The licence fees should be regulated so as to tring
10 at least the amount of $52.620 per annum ($51,120 + $1.500) and perhaps a larger sun aigut te ortained, as the profits of the
middlenen would te done away with.

The regulations of the Straits 3ettledents as regard opiun divans aight te adopted. These together with the ordinary opium and sanitary laws of the Colony would be sufficient.

The Opium Farner and the Police should be consulted
in each case of application for a licence.

Alterations in the law may be necessary. The At- torney General night be requested to advise on this point.
