(a) an annual licence should be granted to the master, who
should be liable to a fine for carrying passengers in ↑
excess of the auster allowed, and
(b) the upper deck should te protected with proper screens and
awnings.
As regards (2) suggests the application with slight modifications of
the Chinese Passengers Act, and that the aunter of passengers should
te limited to (say) one for each two tons of registered tonnage.
The sole evil to be contended against is overcrowding.
