OF THE CHINESE PASSENGERS (SHORT VOYAGES) ORDINANCE, 1896."

Regulations respecting Chinese Passenger Ships for Voyages of not more than seven « ays' duration.

2. In the case of a ship concerning which passenger certificate, granted by the Governor of Hongkong is in force and applicable, I shall not he ncerssary that in addition to the sit passenger certificate the master shall obtain a licence as above-mentioned unless the ship shail carry a greater number of passengers tban is authorized by the said passenger certificate, but the hond prescribed by the Ordinance shall in every case he entered into and shall in all other respects bare the same effect as if a licence had been obtained Provided that if it is d-sired that the said ship shail carry a greater number of gasengers than is authorized by the said pas- Singer certificate. the ruaster must obtain a licence as before mentioned. and the number of passengers which may then be carried will be the number stated c. the licence and not the number stated on the p. esenger certificate.

3. No licence shall be given until after an application in writing for the same from the owners or charterers of the ship, or, if absent, from their respective agents, bas heen reccíval specifying the name of the ship, her tonnage, nationality, the port of destination, the maximum number of passengers intended to be carried on the voyage (or on any voyage if the application is for a licence to cover more than one voyage). Where the licence applied for is only for one voyage, the proposed day of departure siell be specified. Every application shail, pnless the Licensing Officer shall dispense with the same, he accompanied by the Shipwright and Engineer Surveyors Declarations rosperting the seaworthiness, &c. of the ship and the space available for the accommodation of the intended passengers,

4. After receiving such application. the Emigration Officce and any persons auftorizd by him in that behalf shall be at liberty at all times to enter and inspect the ship. and the fittings, provisions and stores therein, and any person impeding such cutry or inspection, or refusing to allow of the same, shall be liable to a fine not execed ing one hundred dollars for each offence.

3. The following conditions as to the accommodation of passengers shall be observed to the satisfaction of the Emigration Officer:-

River Voyage.

() a lower deck, one passenger for each six superficial feet. (2) On upper deck and cabins, one passenger for each nine

superficial feet.

(3) The above mumber to be further regulated by the Surveyor's julgent as to whether the vessel is stable enough for the measurement nuber of passengers.

(4) A sufficient number of lite toats, rafts and life buoys,

approved by the Emigration Officer, to be supplied.

(5) No pass gers to be carried on more than two decks.

(6) On the lower passenger deck, one passenger to be deducted for each six square fret occupied by cattle er cargo: and un the upper passenger deck, one passenger to be deducted for each uine fect occupied by cattle or cargo

Coating Voyage.

(1) The space appropriated to the passengers between decks shall be properly ventilated and lighted, and shall contain at the least superficial and 36 cubical feet of space for every adult on Leard, that is to say, for every passenger above twelve years of age, and for every two passengers between the ages of one al twelve years. The beight between decks shall be at least six feet.

(2) The accommodation for female passengers between riecks shall be separate from that provide for male jassengers. (3) Felleicht latrines, both as to condition and number, shall

berovided in scitable parts of the ship.

(4) A sufficient number of life boats, rafts and life buoys ap-

proved by the Emigration Officer, shall be supplied.

Ocean Voyage (§).

(1) The space appropriated to the passengers between decks shall be properly ventilated and lighted, and shall contain at the least superficial and 42 cubical feet of space for every adult on board that is to say, for every passenger above twelve years of age, and for every two passengers between the ages of one and twelve years. The height between decke shall be at least six feet.

(2) The secon mcdation for female pass ngere between decka shall be separate from that prockded for male passengers,

(8) A space of four superficial feet per adult shall be left clear on the upper deck for the use of the passengers and crew.

(4) Sufficient latrines, Loth as to condition and number, shall

be provided in suitable parts of the ship.

proved by the Emigration Officer, shall be supplied.
