into a hypocritical profession of Christianity in order

that they may secure a legal recognition of their marriage.

I append two draft Ordinances, the first of

which has been prepared by myself in order to include all

persons, while the second, which was drafted by the Acting

Chief Justice when Attorney General, only includes marriages

where one at least of the parties either profess the Christ-

ian religion or is a Jew or is of European descent.

It will be noted that my suggested draft

Ordinance,following out the idea contained in the Acting

Chief Justice's minute of the 16th, July, 1895,...akes provi-

sion for the parties,who are intending to contract a civil

marriage,signing a declaration with reference to the mono-

gaous nature of the intenued union.

Would you be king enough to submit these

papers to His Excellency the Governor for his instructions

as to what course is to be pursued.

Possibly a further reference home to the

Secretary of State would be desirable.
