My personal views are contained in my memo
of 16th. July, 1895, in C.0.D.131 of 1895. But,of course,I
shall be happy to revise the ordinance on the lines speci-
fied in C.0. D. 224, Do you see any necessity on reading
through the Ordinance to do more than add to section 39
(Ordinance 14 of 1875 as amended by Ordinance 3 of 1895)
some such words as:-
"And also to marriages where neither of the
parties professes the Christian religion but one or both
of such parties is or are of European descent. For the pur-
poses of this Ordinance a Jew shall be deemed to be of
European descent. "
Of course "European descent" is a somewhat
ambiguous term and I should be glad to know whether it is
to be confined to cases where the father or mother was born
in Europe or to apply to cases where a remote ancestor was
born in Europe either on the father's or mother's side.
Possibly it might be well to ask for instructions on that
head.
