Draft of proposed Agreement between the Lords Commissioners
of the Admiralty and our Company.
The Flans represent a Granile dcck 640 feet long, 90 feet wice
at top and 74 feet wide at bottom and 36 ft, 6 ins. depth of water
on sill and on bottom of dock, to be constructed at Kowloon on the
site immediately West of and adjoining our present No.I acck.
The estimated minimum cost of construction, irrespective of
the value of the land, is £175,000, and we are, we believe, able to
build this dock for such a low figure only in consequence of the
various facilities we possess at cur establishment at Kowloon in the
ratter of machinery, rolling stock, dredgers, machines for making
and repairing tools, etc. and, as you will notice from the plans, we
have further considerably economised the cost by adapting and increas-
ing our present engine house and pumping machinery, and by being able
to avoid the heavy expense of a cofferdan at the entrance to the pro-
posed new acck.
We feel sure the work can be accomplished in four years, and
we have good reason to believe that this can be considerably reduced,
unless we should meet with anexpected obstruction or unforeseen ac-
cident.
Our proposal is that the Lords Commissioners of the Admiralty should make a free grant to my Company of One hundred and fifty thous- and and Founds to be applied towards the cost of the construction of the above dock, and in return for this financial assistance my Company
