I have the honour to acknowledge receipt of your Jet- ter B/6 of 21st. inst., and in reply to state that I had hoped to be in a position Jong ere this to report on the question of revenue stamps at Hong-Kong.

I have however found it necessary to enter into a

prolonged correspondence with the Crown Agents relative to Messrs De La Rue's proposals (Copies of which I enclose in duplicate), the concluding Jetter of which only reached me

on the 24th. inst.

I have, in the first place, to acknowledge my grati-

firstly, to Mr Robinson Deputy Chairman of the Inland Revenue Board, and secondly to Mr Colls Inspector

of Stamping in that Department for the kindly interest they have evinced in my scheme and the generous assistance they have afforded in amplifying and improving it. The Jatter gentleman indeed could not have taken more trouble had the proposal been one affecting his own Office.

3. I find that the stamping effected in the Inland Revenue Department is of two kinds A. Open B. By re- cording Machines.

All executed docoments when presented for stamping at Somerset House are first passed by an assessing clerk, who marks on them the amount to be paid. This does not amount

to adjudication (which is done by the Inland Revenue Solicitors on being supplied by the applicaist for adjudi- cation with full particulars), but has for its object the safeguarding of the revenue.
