"I do not find in him anything that could entitle me to say that he is "permanently incapacitated" for performing the duties as Hongkong Police Inspector, for I do not detect any organic lesion. No doubt he is rather pale and of rather doubtful complexion, he has enlarged liver and the liver is loaded with lithates and his eyesight is rather weak; but all this does not amount to permanent incapacity. It would unquestionably be better for him if he remained in Europe as he stated to me himself. This is my opinion.
