This refusal is entirely

without precedent so

far

as my

own experience goes, which is one of twenty five years in the same trade. I need not point out that it renders entirely meaning- less the clause in the Board's certificate quoted above.

A new departure of this character involves consequences of Euch vital importance to ship

owners.
