I am directed by the Postmaster General to acknow
ledge the receipt of your letter of the 12th ultimo,
forwarding the copy of an Ordinance passed by the
Legislature of Hong Kong to secure, in certain cases,
the rights of property in telegraphic messages, and to
prevent the forgery and improper disclosure of telegrams
together with a copy of the Report of the Attorney
General for Hong Kong thereupon, and a copy of a
similar Act passed by the Cape of Good Hope.
In reply I am to acquaint you, for the information
of the Secretary of State for the Colonies, that Mr.
Arnold Morley sees no objection to the Ordinance being
allowed to remain in operation.
