With reference to your letter of 17th instant,
293/95, and to previous correspondence, respecting the
incidence of the cost of the new Barracks at Hong Kong,
I am directed to acquaint you for the information of
the Lords Commissioners of Her Majesty's Treasury
-
that
Mr Secretary Campbell-Bannerman is prepared to agree with
the view taken by their Lordships that the conditions
prevailing at Hong Kong constitute one of those cases of

exceptional circumstances" referred to in the report of
the Colonial Military Contributions Committee.
Mr Secretary Campbell-Bannerman is therefore
prepared to accept the proposal made, and agreed to by
their Lordships, víz;~
"to appropriate the value of any surrendered
"lands, or buildings, so far as it will extend, to pro- "viding the new sites required, and to providing the new "buildings, and to divide the remainder of the cost in
