Seoul, September 16, 1895. WITH reference to your despatch of the 11th June approving my proposal to send Mr. Wilkinson to report upon the two places which it is proposed to open to foreign trade, I have now the honour to inclose copy of a despatch from Mr. Wilkinson, recording the observations he made during a visit to Mokpo and the Island of Quelpart in the latter part of last month. The steamer which conveyed Mr. Wilkinson to Mokpo returned by way of Chennampo, on the Ping-yang inlet, and he has thus been afforded an opportunity of making a more extended observation of this port and the surrounding country than was possible on the occasion of his earlier visit, the results of which were recorded in the Report inclosed in my despatch of the 17th July,

Acting Vice-Consul Wilkinson to Consul-General Hillier.

Chemulpo, August 29, 1895. I HAVE the honour to report my return from a visit which, in accordance with your instructions, I have paid to Mokpo, the proposed Treaty port in Chulla-do.

As you are aware, the Japanese Shipping Company, the "Nippon Yusen Kaisha," when undertaking the management of the steamers of the semi-official Corean Transport Guild (the "I-wun Sa"), sent round the coast, about three months ago, one of their agents, Mr. Kodera, in the steam-ship Hyenik," with the object of ascertaining how far it would be possible to establish regular steam communication between the open and unopened ports. The result of this experiment was the publication in the Corean Govern- ment Gazette of a time-table, by which it appeared that a vessel would leave Chemulpo at intervals of a fortnight, touching at Kunsan, Mokpo, Chei-ju (Quelpart), Choa-sei Yêng, and Sam-chen Ni.
