The Marquis of Salisbury has determined to send a Consular

Officer to visit the Treaty Ports of China, Japan, and

Corea to report :-

(1) To what extent and in what way British trade has been

affected by the war and its consequences,

especially in comparison with the trade of other nations, and:-

(2) What steps ought to be taken for its promotion in the

future.

I am directed by His Lordship to state, for the

information of Mr Secretary Chamberlain, that Mr Byron Brenan,

Her Majesty's Consul at Canton, has been selected to perform

this duty,

and he has been instructed before proceeding on

his mission, to visit Hong Kong and consult the Governor

the China Association and the British Members of the Chamber

of Commerce there, as to the points which they suggest he

should particularly study in the course of his circuit.

Lord Salisbury would be glad if Mr Chamberlain
