My Lord:~

I have the honour to advise that a qua-

rantine of ten days (including paseage) was in-

posed on the 17th instant upon all vessels arriving

from Hong Kong with cargo or passengers, the result

of a telegram received from the French Consul at

that port to the effect that the Plague of last

year had again broken out.

The British Steamship "Bentala" left

Hong Kong on the 15th instant with a clean Bill of

Health, endorsed by the said French Consul,

but

she was placed in quarantine nevertheless.

I have remonstrated against the detention

of the steamer, and, at the request of the Colonial

Secretary, Hong Kong, against the quarantine itself.

I presume it is a peculiarity of Saigon
