I am directed by the Marquess of Salisbury to
transmit to you, to be laid before the Secretary of
State for the Colonies, the accompanying copy of a
despatch from Her Majesty's Consul at Saigon,
the effect that ten days quarantine has been imposed
at that port against all vessels arriving from Hong
Kong with cargo or passengers.

I am to inquire whether, in Mr Secretary
Chamberlain's opinion, any representation should be
made to the French Government on the subject.
