On the 17th March, 1868 the Postmaster Cefer
announced that he had recently uhtained the authority
of the Treasury for placing the whole of the Post
Office Agencies in China and Japan under the immediate
and exclusive control of the Government of Hong Kong
Up to that time the Imperial and Colonial
Governments had shared, in a manner, the control
and expense of those Agencies: but such an arrange-
ment could only be considered as temporary, until
some better plan could be devised, as it was obvious
that the control could be more satisfactorily exer-
cised by the Colonial Government which was near at
hand, than by the Postmaster General in England.
The Government of Hong Kong, with the approval
of Her Majesty's Secretary of State for the Colonies
having consented to undertake the control of the
several Post Office Agencies, the Postmaster General
had transferred his authority to the Governor of

Hong Kong, who would in future make all appointmente
and decide upon all local questions without reference
to the Post Office in London.
