I have therefore to request
you after consultation with Her Majes-
ty's Consuls at the Treaty Ports, to
cause to be prepared the draft of an
Ordinance establishing regulations for
Chinese Passenger ships on voyages of
not more than 7 days duration.
These regulations will no
doubt be less stringent than the rules
which under the existing law apply to
ships on voyages of more than 7 days'
duration, but they should be such as
to ensure that proper provision will
be made for the health and safety of
the passengers.
The draft should be submit-
ted tome for approval, and it is in-
tended before the Ordinance is finally
enacted, to endeavour to induce For-
eign Governments to enforce similar
restrictions upon the ships of their
nations.
