With reference to your des-
patch No.126 of the 26th of May last
I have the honour to inform you that
Her Majesty's Government, having had
their attention called to the over-
crowding of vessels engaged in carry-
ing Chinese passengers from Chefoo to
Chinese and Russian Manchuria, have de-
cided that regulations are required to
prevent this evil.
2. They are advised by the Law
Officers of the Crown that such regu-
lations, so far as regards British
ships, should be made by an Ordinance
of the Legislature of Hong Kong under
section 2 of the Chinese Passengers
Act
