I have examined the accompanying
Ardinance entitled, "An Ordinance to
amand the Widows and
Arphans Pensions * Ardinance of 1890 and 1891 12:30 of 1890 "und. M. 18 6, 1891), and I ans of opinion that the Ordinance is one which is not contrary to the Governor Instructions.
The subfirmed, Unworandum explains
the Ordinance:
The objcets of this amending bill are as follows :—
Section (D) To bring the definition of "Salary" into
Fine with the present practice.
Section (2) To provide for the payment of the same amount by officers on half pay leave as when on full pay in the Colony.
Section (2) To allow discretion as to the deductious for defraying the expenses of the administration of the fund.
Section (4) To allow of investments other than Bank
Deposits.
Section (5) To make a technical amendment of see. 18 remlered necessary by the repeal of section 16, by Ordhance 18 of 1891.
Section (6) To make clear how the amount of pension due to the widow of a contributer who leaves the service and ceases to contribute is to bo calen1ated, section (4) in Ordinance 18 of 1891 is somewhat ambiguous.
Section (7) To correct some innecuracies pointed out
in the C. O. Despatch, No. 206 of 8th December, 1894.
