Mr Keswick in the above letter expresses very clearly my own personal
views on this matter. I would like, how- ever, to add, that I consider that the Go = vernment in having the appointment
of a special medical Authority as Pre- sident would accept all responsibility, through their own
officer, for the health of the Colony. The main fault to be found with the prevent Board
