the Colonial Surgeon's Report for 1894.

2. I notice with some dissatis-

faction the large number of floggings

in the Victorie Gaol, and request your

attention to the metter. As at present

advised, it seems to me that unless

the punishment is inflicted more spar-

ingly the power of the Superintendent
