E it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:-

1. Ricer steamer shall mean any steamship carrying more than twelve passengers and regularly plying between the Colony of Hongkong and any port or place on the Canton River or Macao.

2. If any person travels or attempts to travel in any river steamer without paying his fare and with intent to avoid payment thereof, such person and every person aiding or abetting him shall be liable to a penalty not exceeding twenty-five dollars aud in default of payment to imprison- ment with or without hard labour for a period not exceel- ing one month; and any such person so found on board may be taken before a Magistrate without warrant and such Magistrate may summarily hear the case and on proof of the offence convict such offender as aforesaid.

Passed the Legislative Council of Hongkong, this 16th day of August, 1895.
