tracing, and the lots be granted to these persons at $1 a year Crown
rent and subject to the special conditions that no sale or transfer
is to take place without the sanction of His Excellency the Governor
and that no buildings are to be erected without the approval of the
Director of Public Works.

With His Excellency's permission I propose to a
approach the present applicants upon the above terus, and submit that
the general proposition be forwarded for the approval of the Secretary
of State.
