I have the honour to forward you an application from certain
holders of property in Tai-Hang Village for extension of their holdings.

The land at present in occupation was granted to the
applicants in accordance with the recommendations of the Squatters Board

under yearly bases at Crown rent varying from $1 to $3. 50

The property is shown on the accompanying plan
coloured neutral tint and marked A, and the dwellings consist of insani
tary matsheds.

In view of the probable abolition of the Coffe Plant-
ation settlement and, I trust in the near future, of other insanitary
settlements, it is desirable that some area should be set apart by
Government and granted to those disturbed at a cheap rate, but subject
to certain conditions to secure improved sanitation and to prevent
resale at enhanced prices and the reversion of these poor people to
their present insanitary modes of living.
Under these circumstances, I recommend that the

level area immediately north of the Village of Tai-Hang be set out in
regular building lots, 30 feet by 15 feet, as shewn in red on the trac-
ing
