1.Clear of the defaulters book six months 2 marks (any offence between

1st. January to 30th. June or 1st. July to 31st. December to forfeit the

marks).

2. No undetected crime on beat for 3 months to count as 1 mark.

Crimes such as burglary, street robberies, fighting, obstruction (the

latter would be reported on by the patrols).

3. Activity and attention to duty for three months to count one mark.

Number of apprehensions and prevention of crimes to be considered, saving

life, rendering assistance at accidents, reporting suspicious houses &c.

All quarterly periods to be fixed 1st. January to 31st. March, 1st. April

to 30th. June, 1st July to 30th. September, 1st. October to 31st. Decembe

ber, one red mark to cancel one black mark.

9. Should His Excellency the Governor approve these additional regula-

tions I am strongly of opinion that it will materially tend to better

discipline inasmuch as breaches of discipline will be oftener reported

and sharper punishment ensue as both the officer reporting and the

Officer adjudicating will feel they are not ruining a can for all time

by the punishments: imposed. Greater contentment in that the men will feel

that with themselves and by personal exertion rests the power tolemové

any stains on their character roll at present ineffaclable which other-

wise would affect their pensions.
