Sir,
I have the honour to forward herewith an application received
from 1st Class Turnkey Bullock to be taken on the permanent establish-
ment on the expiration of his agreement.
Turnkey Bullock is one of the eight men who were
engaged in England and who landed in the Colony on the 16th August 201
1892.
Three of these men have been dismissed the
service and one was permitted to resign and it was my intention to
report on the four Turnkeys still serving before my departure from the
Colony on leave of absence.
1st Class Turnkey Bullock is an efficient officer and, as will be seen
from the attached copy of his defaulter sheet, bears a good character.
I believe him however to be a man who consumes a great deal of liquor
and although I have never known him to be under the influence of it
himself I believe him to be a bad example to other men. I further
believe him to be an agitated and a man calculated to do a great deal
of harm by sterring up discontent. I have no proof of what I allege

against him but my belief in strengthened by the fact that he and
another officer have lately applied that the allowance for inflicting
