I have prepared two statements which I beg to attach

showing the present rate of salaries and the salaries which I propose should

be paid to the staff. If these statements be compared it will be seen that my

proposals would now only entail an increase of $480 above the amount voted on

account of personal emoluments for the present year and that the difference

between the ultimate cost of the present and the proposed scales of pay when

the full increments are paid is only $84.

I have proposed that trained warders engaged

in England should receive an increase of pay for the first five years of

their service but if the proposed scale of pay for men engaged locally be recruit

adopted it might be possible to recreoit the staff entirely locally and so

save the cost of passages and increments.

The salaries proposed for European warders are

the same as those paid to the prison staff at Singapore. The pay suggested

for the Indian staff might seem somewhat high but it is essential that trust - ›

worthy men should be obtained to perform duties in a prison, otherwise they

will traffic with prisoners which I understand

I recommend that the European clerk's salary

should be raised to $1200 per annum on account of his having to perform the

duties of storekeeper in addition to his other work. There is a ggod deal of

responsibility attached to the office, the present holder of which is in every

respect deserving of an uncrease of salary.

I also beg to recommend that the personal

allowance of $24 per annum now allowed to the messenger should be increased

to $36 per annum. This man has 28 years service and has discharged his duties
