the instructions conveyed in Your Lordship's previous des- patch N. 156 of the 27th Sep-D tember, 1893, and directing~ that the rate of exchange for payment of pension to officers appointed to the service after the 31st September, 1894, is to stand at 3/8 to the dollar,- and that exchange compens ation is payable to such officers.
