"No intimation has reached me to the effect that the Hoppo "has been ordered from Peking to discontinue graating preferential "duties on cargo shipped by junk to Hongkong.
"The Hoppo has persistently denied that he has granted any "reduction in the duty on tea since the beginning of July. The "tea exporters also admit that they pay Tls. 2.5 on every pieni, the **amount prescribed in the tariff. Notwithstanding these state- ments, however, it cannot be doubted that the Hoppo gives some "important advantage to those who pass their tea through his office. If you or other British merchants here can find out what this "advantage is, you will assist very much in having the present "anomalous state of affairs brought to an end.
"In a despatch received lately from Her Majesty's Minister "in reply to representations on this subject, His Excellency informed "me that he was to have a personal interview with the high Chinese "authorities on this matter on the 29th August. Up to this date, "however, the result of the interview has not been communicated

DEAR SIR,In continuation of our letter to you of 29th ultimo, on the subject of preferential duties, our Canton house has received the following reply from Mr. F. WATTERS, Consul officiating there:-
"I am in receipt of your letter of to-day on the subject of the Hoppo's action in the matter of duty on tea shipped by junk at "this port.
HONGKONG GENERAL CHAMBER OF COMMERCE,
HONGKONG, 20th October, 1893.
SIR-Adverting to the correspondence which has already taken place with your Excellency in regard to tea carriel by junk to Hongkong from Canton, and on which subject you have already maile representations to the Chinese authorities in Peking, I have now the honour to enclose copies of letters addressed to this Chamber from which it will be apparent that the practice of private returns to shippers must still be observed by the native Custom House.
