Especially do I fear this as Indians in the Colony

have already refused the new rates.

I would suggest therefore for the consideration of His

Excellency the Governor that the Secretary of State te informed

by telegrapg that recruits cannot be obtained at the new rates of

pay and that permission be asked to enlist at the old rates.

The Indian Government could then be asked to recruit

on the conditions upon which they recruited last year the new

rule as to pension on attaining 45 years of age.
