I bave the honour to return to you berewith 0.8.0.No.296, being
a copy of a Memorial addressed to the Secretary of State for the Colonies

by certain Leaseholders and owners of property in the Colony complaining
of the action of this Committee in closing certain bouses
during the
plague, in keeping these houses closed and in refusing to give up possessio
to the owners until the 5th. January last, complaining further of the pro-
-tection given this Committee, in respect to these bouses, by Ordinance 15
of 1894 "The Closed Houses and Insanitary Dwellings Ordinance" and claiminį
compensation from the public purse for losses incurred through the (allege
illegal and high handed proceedings of the Committee la dealing with the
houses in question and through their loability to proceed against this
Committee and its members in the Courts of law because of the provisions
of the above mentioned ordinance.
The Permament Committee of the Sanitary Board in compliance with
your request have given the Memorial their very careful consideration and
bave now the bonour to report thereon for the information of His Excellency
the Governor and of the Secretary of State..
The Memorialists do not make it a subject of complaint that the
bouses dealt with in the first Schedule to Ordinance 15 of 1894 were taken
possession of by the Committee, representing the Sanitary Board, that the
inhabitants were removed therefrom, that the houses were thoroughly cleaned
out and disinfected, or, even of the damage to and destruction of fixtures
