I confess that I do not see
that, with four European seats, any sec-
tion of European Society which is cus-
tomarily represented in such Councils
aforming that need remain unrepresented, and if the
sh Council is enlarged, I would invite
you to consider whether one seat might
not be given to some European represert-
ative of retail trade or skilled labour.
The Chinese element is at present ob-
viously under-represented having regard
to its numbers and importance, and one
of the two new seats might

to that community; nor, as at present
advised, do I perceive how the justice
of such a concession could be contested.
8. If the Legislative Council were to h is,modified, as suggested above, it
