RULE 1.-The West Point Reformatory School is a Roman Catholic institution and is under the management of the Vicar Apostolic of the Roman Catholic Church of Hongkong, who shall appoint a resident director and such other officers, teachers and assistants as he shall think fit.
What Boys received.
RULE 2.-The school is open to Asiatic boys under 16 years of age at date of admission without distinction of religion; but no boy shall be admitted except under the warrant or order of a Court or Magistrate or of the Governor of the Colony and then only if in the opinion of the director he may be received without danger to the morals of the boys already in the school, or to the discipline of the school, the offence of which he has been convicted and his history and character being taken into consideration.

RULE 3. The director shall reside in the school and shall have the management and control thereof and of all persons therein, and shall be responsible to the Vicar Apostolic for the good order and discipline of the school.
Records to be kept by the Director.
RULE 4.-The director shall keep a register wherein he shall record the name, age, date of admission and religion of every boy admitted to the school and his sentence with a short statement of the offence in respect of which he was committed and of his previous history so far as known, and in the same register he shall record the dates of all removals from the school whether on conviction by a Magistrate for wilful neglect or disobedience of the rules, or under licence, or by order of the Governor, or to be apprenticed or on expiration of his sentence. The director shall further keep a diary in which shall be recorded the daily working of the school; and a punishment book in which shall be recorded all punishments inflicted under the rules with the name of the offender, the date and nature of the offence. These books shall be open to the inspection of the Superintendent of Victoria Gaol and of any Justice of the Peace, or other persons authorised by the Governor to inspect the school.
Supervision.
RULE 5.The director or assistant director shall remain at all times within the buildings, and the boys at no time of the day or night shall be left without the supervision of some officer, teacher or assistant of the school.
