We have to add your aid in a matter which is causing

very grave inconvenience in the conduct of our business in bulk

oil in Hongkong. The authorities insist upon a sample being

taken ex the ship upon arrival, and that this may be analysed

by the official analyst before the steamer is allowed to dis-

charge. Upon a recent occassion one of our steamers was

detained two days in consequence of the illness of this official

and when we inform you that the demurrage upon our boats is £100

per diem, you will understand the extreme gravity of such delays.

We would ask that the regulations should be altered, so

that the certificate given at the port of loading by a respon-

sible person, and sworn to before the British Consul there, may

be taken as final, and upon its production the steamer may be

allowed to discharge. As a matter of fact no oil is shipped

by us which is not very much indeed in excess of the Hongkong
