I have the honour herewith to enclose a resolution, unanimously passed at a meeting in the Free Trade Hall Manchester which speaks for itself and, may I add, has my heartiest
sympathy.
The meeting had no direct bearing on the recent Opium Commission though it was stated that numbers of young Englishmen have
declared that owing to the evidence given before that Commission
they would now begin the use of opium, carrying it with them as
a regular thing! This will indeed be a disastrous result, and
I have had a personal proof of the statement in the case of my
own nephew just returned from India.
The reliability of the speakers and witnesses (Mrs Andrew
and Dr Kate Bushnell) has already been proved to the utmost by
their previous testimony in regard to the Indian Cantonments
and Lord Roberts acknowledgement.
