I quite agree that the appointment of *Deputy Registrar and Accountant' with duties attached to it confined to the ordinary book-keeping should not be continued, but I doubt the wisdom of entrusting the book-keeping to a Portuguese clerk. Mr. Barff I believe

never acquired a knowledge of the general work of the Registry and was quite useless except as a book-keeper,

but I think that a competent European could keep the books and do a great portion of the Deputy Registrar's work as well. I should personally be very sorry to lose Mr. Hazeland as Judge's Clerk but I think it would be better that he should keep the books and as-

sist in the Registry and then I hink that there would be no difficulty in either he or the Deputy Registrar sitting as Court Officer. Mr.Hazeland is personally quite qualified to sit in Court as Registrar, but I

do not think that such work should be attached to the

office of Judge's Clerk. When the Judge is in Court is generally the time when the services of a clerk are most necessary. It is in my opinion desirable that one of the permanent officers of the Registry having the work of the Registry at his fingers' ends, able to answer the Judge's enquiries and having author- ity to carry out the verbal directions of the Judge, should sit in Court in Original and Criminal Jurisdic- tion. The duties of the Officer in Court are not
