It has come to the knowledge he cagulations of May to, 1891, intended to restrict the Susading andling of cargo at Hong Hong, have been set aside, by uthority of the Home Goverment, in favour of the English, touch and Gerinan inail steamers, to the great disadvantage. f ordinary merchant steamers, which continue still under be limiting regulations above referred to.

It is not within the province of my Committee to press the anifest unfaimess of this arrangement as it affects the vercantile interests involved; but they earnest hurge
